Ham radio licensing

We're looking into the use of Ham Radio communications during disaster. Does anyone know if a license is portable across borders? i.e., if I had a US license, would I be able to use ham equipment in other countries, or would I need a license in that country also?

It depends on where you are going. There are two different agreements with the United States the first is the CEPT agreement which includes CEPT member nations:

Albania, Andorra, Austria, Azerbaijan, Belarus, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Moldova, Monaco, Montenegro, Netherlands, Norway, Poland, Portugal, Romania, Russian Federation, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, Ukraine, United Kingdom, and Vatican City.

The International Amateur Radio Permit (IARP) allows foreign operation within North and South American treaty countries without the need to obtain a license or permit.
